Illuminate the issues


Having secured agreement to the nature of the challenge in the Frame phase, we now turn to Illuminate, in which we look try to get as many perspectives on the challenge as we can, and get to the root cause of the issues.
 
This involves looking at the current state and asking why things are as they are and why different stakeholders have the range of perceptions that they do about how things work and how they ought to work.

 

The aim is to reach a point where we understand:

  • Where things are working well, and why
  • Where things are not working well, and why
  • All relevant viewpoints and perspectives on the current state
  • Where the opportunities for improvement lie
  • The themes and issues that will inform the Create phase in which innovative ideas will be generated.
